Croatian E-Invoicing: Where We Stand
Under Fiskalizacija 2.0 (NN 89/2025), every domestic Croatian e-invoice is exchanged through a certified access point or information intermediary and is fiscalised to the Porezna uprava at the moment it is issued. VAT-registered Croatian issuers have been obliged since 1 January 2026. EncryptInvoice is not a certified intermediary, so businesses established in Croatia cannot use it for domestic invoicing. What we do is deliver your invoices to Croatian customers over PEPPOL when you are established elsewhere.

Can I use EncryptInvoice for my Croatian company's invoicing?
No. Under Fiskalizacija 2.0 every domestic Croatian e-invoice must pass through a certified information intermediary and be fiscalised at issue. EncryptInvoice is not certified, so businesses established in Croatia cannot use it for domestic invoicing. If you are established elsewhere in Europe and invoice Croatian customers, EncryptInvoice delivers those invoices over PEPPOL.
What is Fiskalizacija 2.0?
Fiskalizacija 2.0 is the Croatian reform (NN 89/2025) that makes domestic B2B e-invoicing mandatory and adds fiscalisation: a defined set of data from each issued and received e-invoice goes to the Porezna uprava. Exchange runs through certified access points and information intermediaries, which is a national network rather than OpenPEPPOL. EncryptInvoice is not part of it.
How does OIB and VAT validation work?
We run OIB format checks (11 digits) and Croatian VAT (HR) format + EU VIES pre-checks, flagging issues before you send. Please confirm official Porezna uprava records for final accuracy.
